A rug moves for one of three reasons, and the fix depends on which.
Low friction between backing and floor. A woven cotton non-slip backing solves this in most cases. If it still slides, the usual culprit is residue — fabric softener on the rug or polish on the floor. Wash the rug with no detergent and clean the floor with plain water.
This is not slipping, it is buckling, and it usually means the rug was folded in transit or has been laid over an uneven subfloor. Lay it flat in a warm room for a few days, or lay it face down for a few hours. Persistent ripples in a traffic path can also mean the rug is too small and being kicked repeatedly at the same edge.
Very common, and mostly a transit memory. Reverse-roll the corner against the curl and weight it flat overnight. Corners that curl permanently on a rug with a woven backing are rare; on a latex-backed rug they are the beginning of the backing separating.
On polished concrete, high-gloss tile, and at the top of any staircase. Also under a layered rug, where the top rug is sliding on the bottom rug rather than on the floor.
